Rwanda: The National Land Use and Development Masterplan

Essential to implementing the goals of Rwanda’s Vision 2050, which promises universal access to decent and affordable housing, is the establishment of a spatial planning and land use framework. The National Land Use and Development Masterplan 2020-2050 (NLUDMP) guides Rwanda’s development policies in order to ensure that growth and land use is well-balanced, integrated, and efficient. NLUDMP estimates an annual average construction of 150,000 housing units from 2020 to 2050, with an important focus on upgrading informal settlements and densifying existing urban centers.

The NLUDMP also proposes a new land use planning framework, outlining and hierarchy of plans across governance scales, and plans to regulate all development with the new Building Permitting Management Information System. This level of detail and clarity will allow for the private sector understand the clear guidelines, and to develop financial products around these guidelines, growing the effectiveness of private sector housing provision.
