Nigeria’s housing shortage has reached crisis point, with a particular need for low-income housing. While national housing plans recognize the importance of the housing sector in generating economic growth and increasing GDP, especially in plans where local materials and construction firms are used, this recognition also takes place at the state level.

In the Lagos State Development Plan 2012-2015, housing and construction are utilized as ways to encourage the growth of unskilled jobs, which provides important opportunities to people who are unemployed or underemployed, while helping to meet the critical need for housing. The plan also aims to achieve full access to housing for all people, as well as homeownership for one-quarter of the population. This is carried out by Lagos HOMS (Home Ownership Mortgage Scheme).
