Mexico: The Social Housing Policy

Mexico has gone through many different housing policy regimes. In 2019, the Social Housing Policy (Programa de Vivienda Social) was published, which outlines the responsibility of the State in the promotion, respect, protection, and guarantee of the right to adequate housing. There are three major strategies that it establishes: first, to prioritize addressing the needs of the population with the greatest housing deficit; second, to contribute to challenges of urban and social welfare; and third, to strengthen and increase interventions that will catalyze the social production of housing.

The Social Housing Policy works in conjunction with the National Housing Policy, and both of these interventions aim to recover the sovereignty of the government in the housing sector, while promoting private sector participation under an institutional framework. The implementation of these housing sector reforms have resulted in a high turnover of staff in public instructions, while incorporating more experts both from academia and civil society.
