Ecuador: Housing Programs for Vulnerable Populations

Ecuador’s Casa Para Todos is a massive housing program aimed at building 325,000 homes for people in vulnerable situations at the base of the pyramid, increasing home ownership and security of tenure. This program works as part of the National Development Plan 2017-2021, which as a whole, strives to transform the living conditions of vulnerable populations through the reduction of risk factors, the strengthening of capacities, and the use of interventions to generate opportunities.

By 2020, Casa Para Todos, through its three differentiated mortgage loan products, had provided housing for vulnerable populations throughout the country, with numbers ranging from hundreds to thousands of units depending on the province. The success of this program can be attributed to the use of a targeted and differentiated subsidy line, interest rate subsidies, and an effective communication strategy.
