Costa Rica: Expanding Low-Income Access to Housing Finance

As a Costa Rican state bank, Banco Hipotecario de la Vivienda (BANHVI) is focused on providing housing to families, people with disabilities, young couples and older adults without a family nucleus. This target population is concentrated in households in poverty and with low incomes. BANHVI provides subsidies and loans for the acquisition of a home, construction of a home, purchase of a lot and home construction, or repair, extension, and improvement of housing.

BANHVI has put in place multiple options to make these subsidies and loans more affordable, including: utilizing a targeted and differentiated subsidy line, interest rate lines, communications and dissemination strategies, and access to technical support. The benefits to residents of implementing these guidelines are clear – and in 2020, there was a $5 million investment from the Family Housing Bond to serve families in dire need of housing.
