Chile: Subsidies to Increase Home Ownership

Created in 2020, Chile’s Fondo Solidario de Vivienda is led by the Ministry of Housing and Urban Planning and aims to open up opportunities for socially vulnerable families to buy a house built without mortgage debt, or to register in a housing construction project with quotas. This program provides a subsidy to purchase a home or apartment that costs less than US$36,500, and the subsidy may be applied in any region of the country.

While there is a base subsidy provided by the State of US$12,000, it can increase depending on the location of the home, and depending on family characteristics, additional subsidies can also be added. This program has found some success because of its interest rate subsidies, effective communication strategy, post-subsidy monitoring, and access to technical support.
