Brazil: Transforming Previous Policies for Greater Impact

Brazil’s Casa Verde e Amarela Program, launched in 2020, is a transformation of the earlier Minha Casa, Minha Vida (My House, My Life) program, which was launched in 2009. Though it maintains some of the regulations of Minha Casa, Minha Vida, like the division of the program by income brackets, Casa Verde e Amarela facilitates greater access to housing by lowering interest rates for financing.

Aimed at providing financing for both urban and rural housing, Casa Verde e Amarela lowers the monthly fee for families who want to buy properties, developing and expanding the mortgage market. This has led to significant public investment in housing, with $11 billion of FGTS (Fundo de Garantia do Tempo de Serviço) made available, and $61 billion in 2021. Effective elements of the program include a targeted and differentiated subsidy line, subsidized interest rates, communication strategies, and access to technical support.
