Afghanistan: The National Policy on Internally Displaced Persons

Facing a future of rapid urbanization, it is a challenge for Afghanistan to meet housing needs for residents. Formal housing supply in 2017 only met 5-10% of the total housing need and was unaffordable for 90-95% of the population. However, there is no national housing policy to guide this process of urbanization and housing provision. There have been some policy measures that have partially addressed the housing deficit, such as efforts to provide land, to improve security of tenure, to support housing construction, and to improve access to affordable housing finance.

One of Afghanistan’s most important policies is the National Policy on Internally Displaced Persons, which recognized housing and land access as basic rights for internally displaced persons (IDPs). This policy serves as a framework for ending displacement and for achieving local integration for IDPs. Implementation is being carried out by the Kabul Informal Settlements Task Force and the Afghanistan Housing, Land and Property Task Force.
